The Import/Export Manager position will be located in the Company’s offices in Schaffhausen, Switzerland. IMPORT/EXPORT MANAGER Varian Semiconductor has an opportunity for an Import/Export Manager to support its global operation. This position is critical to managing the expeditious flow of international trade. The Import/Export Manager ensures worldwide import/export legal compliance, provides import/export administration controls for US and foreign government rules and regulations, including appropriate import/export licensing for all shipments and technology transfers. You will review contracts for required clauses and identify omissions, interface with internal and external customers, US and foreign order processing administrators, freight forwarders, US and foreign Customs officers and other functional areas to ensure compliance for all import/export and re-export shipments. The Import/Export Manager will report to the General Counsel, who is located in Gloucester, Massachusetts, and will manage an import/export compliance administrator who is also located in Gloucester. Responsibilities: • Responsible for the development, implementation and management of a corporate import/export compliance program and assisting business to identify trade licensing requirements and strategies. • Manage the import/export compliance administrator to provide assistance in determining Export Control Classification Number (ECCN) and Harmonized tariff codes. Work with the import/export compliance administrator to interface with Engineering, Procurement, Program Management and New Product Development groups to gather the necessary data on the products to properly classify the goods and components. • Responsible for import and export applications for submission to various governmental regulatory agencies, as required. • Responsible for managing and providing assistance on compliance with the Export Administration Regulations (EAR), OFAC and Code of Federal Regulations, including deemed export/import and other related issues. • Responsible for all import and export documentation, assuring compliance to trade laws as it relates to country of origin, customs invoices and current tariffs. • Work with the import/export compliance administrator to reconcile screening for denied parties. • Responsible for supporting business units with customs documentation, compliance pre-entry, investigations, duty and tariff matters. • Investigate and resolve complex, cross functional and multi–location export and import compliance issues. • Coordinate communication of information to appropriate departments to facilitate compliance. Partner with Operations and Logistics, Sales and Marketing, Purchasing and Human Resources to optimize trade facilitation, costs, risk, security and services. Provide day-to-day guidance to these internal clients. • Act as the primary interface with relevant governmental agencies for all import and export compliance activities. • Initiate periodic audits, assessments or reviews of trade control systems and develop procedures for measuring compliance. • Provide essential training, both for international and U.S. operations, to ensure impacted employees understand and follow specific legal principles involving laws and regulations regarding the importation and exportation of goods. • Work with the import/export compliance administrator to maintain Trade Compliance records in accordance with all customs and commerce regulations and ensure applicable certificates and other required forms are provided and on file for parts requiring this information. • Establish/update import/export control procedures. • Determine licensing requirements and jurisdiction, manage applications for licenses as required, and track and audit usage. • Administer the auditing of freight forwarders and other agents or service providers for regulatory compliance. Qualifications: • Must possess a minimum of 5-7 years in import and export controls with at least 2 years at the management level. Experience with a multinational manufacturing organization is preferred. • Practical interpretation and knowledge of various trade regulations and OFAC regulations. • Experience with automated denied party screening systems and US government online licensing application procedures. • Experience implementing import/export control programs and establishing strategic direction and presenting to managers, internal clients, external customers and government agencies. • Bachelors degree required. • Law degree is a plus, as there is an opportunity to grow in terms of working with the General Counsel to provide legal advice on general corporate matters.
